Sweden/USAID FARMA II - Description of Project
In 2016, the Government of Sweden and USAID have awarded Cardno Emerging Markets USA a five-year contract for implementation of the Fostering Agricultural Markets Activity II (FARMA II) project in Bosnia & Herzegovina (BiH). The purpose of the FARMA II Project is to create agricultural and agribusiness economic opportunities for BiH farmers and entrepreneurs. Sweden/USAID FARMA II will achieve this by assisting agricultural producer organizations to adopt European Union (EU) and international agricultural and food standards and new production techniques, produce new high value products and expand their access to foreign and domestic markets.
Scope of Work – Deputy Chief of Party (DCOP) / Deputy Project Director
Specific tasks and responsibilities of the DCOP will include but are not limited to:
Management Responsibilities:
- Supervise and coordinate program activities and ensure their effective implementation and monitoring;
- Coordinate the development annual activity and procurement work plans, in consultation with core technical team, evaluate challenges and mitigate risks related to implementation of the work plans and related technical assistance;
- With the COP, oversee the development and submission of deliverables, including monthly, quarterly and annual reports. Monitor the timely completion of project deliverables and ensure that project deliverables are presented to USAID/Sweden in a professional manner;
- Interact with stakeholders and beneficiaries on a regular basis to conceive and design innovative and effective project assistance activities & events;
- Assist with the preparation and submission of program deliverables including program reporting as required by the contract;
- Provide guidance and technical direction to staff, experts and responsible parties, including relevant sub-contractors, where applicable;
- Collaborate with Grants Manager in identifying and effectively monitoring all grantees and their progress;
- Closely work with the PR/Communications Specialist team to promote program activities and achievements;
- Supervise technical staff and provide career guidance and advice;
- Ensure monitoring and evaluation of activities and results through:
- Contribute to FARMA II weekly, monthly and quarterly reporting to USAID and the Government of Sweden;
- Track progress against contractual tasks and deliverables and contributing to FARMA II monitoring and evaluation reports;
- Collaborate with the M&E Specialist to maximize and measure impact;
- Assist in the programming of short-term technical assistance, including preparing or reviewing individual scopes of work or terms of reference, and ensuring that consultants complete assignments and satisfy their requirements as specified in SOWs;
- Represent the project in meetings with USAID and project counterparts as requested by the COP.
Technical Responsibilities:
- Promote and coordinate innovative approaches in the formulation and delivering technical assistance to Producer Organizations (POs) and farmers in selected sub sectors to reach export markets;
- Closely work with extension service providers to design, develop, and implement relevant activities and events where appropriate;
- Coordinate actions required to introduce EU trading standards and quality assurance in targeted sub-sectors including the certification of targeted POs in relevant food safety and/or quality standards;
- Manage and coordinate technical assistance activities to support the strengthening of services at the state, entity, canton, and municipality levels;
- Provide POs and private business better understanding of EU funding requirements and principles;
- Ensure gender mainstreaming into activities in close collaboration with Social Inclusion Investment Specialist;
- Other duties as assigned and agreed with the Chief of Party (COP).
Qualifications and skills:
- University degree in relevant subject area with Masters degree preferred;
- Demonstrated experience insenior management of USAID and/or international donor projects;
- Excellent social and networking skills, ability to engage with the private sector, civil society and institutions;
- Excellent communication, reporting and presentation skills;
- Clearly demonstrated successful staff management experience;
- Demonstrated fluency in written and spoken BHS and English languages;
- Excellent computer skills and proficiency in Microsoft Office applications;
- Proven ability to work in a team and under pressure;
- Willingness to travel BiH-wide as needed. Valid driver’s license is mandatory (Class B).
Professional experience:
- 10+ years of relevant professional experience;
- Demonstrates good understanding of management of international donor projects;
- Ability to influence and manage positive and effective relationships with co-workers and project leaders;
- Knowledge or experience working with the USGovernment, Government of Sweden or other donor funded programs, as well as the experience working in grants management, would be considered a strong advantage.
Timing and Level of Effort:
- This is a full time position based in Sarajevo available for BiH nationals;
- The implementation is expected to take place between October 2020throughJune 2021 subject to available funds;
- The position reports to FARMA II Chief of Party and works closely with the technical and grants teams and related experts.
