Background
United Nations Development Programme (UNDP) in Bosnia and Herzegovina is aiding and supporting BiH authorities in addressing the threats and risks posed to human security. These threats include large presence of remnants of war, violent extremism, armed, gender and other forms of violence and men-made disasters. There are several UNDP project-based interventions that provide support to the overall security sector reform at state, entity, Brčko District and community level. Those are organizationally systematized under the UNDP’s Human Security Programme which represents a pillar within Justice and Security Sector of UNDP Bosnia and Herzegovina.
Latest data from Ministry of Defense/Armed Forces of Bosnia and Herzegovina (MoD/AF BiH) are currently managing around 12,000 tonnes of ammunition stockpiles in total. Considering that AF BiH require 7,500 tonnes of ammunition to be fully operational, there is 4,500 tonnes of surplus ammunition out of at least 1/3 is unsafe for further storage, and as such require immediate response through disposal. This number is likely to rise as most of the stock are near end of their shelf life. As a prerequisite for establishment of sustainable ammunition stockpile management system of MoD/AF BiH it is necessary to reduce overall stockpile to under 10,000 tonnes.
Remnants of war as ageing overstocked ammunition stockpiles, are constant safety and security threat to the population of Bosnia and Herzegovina and wider region. Due to its age (40 years on average), poor conditions of storage facilities, and lack of maintenance, these stockpiles have deteriorated to the point that where they pose a threat not only to the storage facility but also to local community adjacent to location of storage. The primary risk related to ageing ammunition stockpile management is Uncontrolled Explosions of a Munition Site (UEMS), that can cause loss of life, damage to infrastructure and inherently diminish development opportunities within the wider area.
EXPLODE+ Project represents an urgent action on the disposal of ammunition unsafe for further storage. Project was initiated in 2015 as a complementary and more flexible multi-donor project platform to support, at the time, ongoing EXPLODE project. During 2017-2019 it complemented the focused intervention executed through the European Union Assistance to Stockpile Management, Technical Support, and Ammunition Surplus Reduction (EU STAR), project implemented by United Nations Development Programme in BiH (UNDP BiH) and funded by the European Union with sole purpose to dispose up to 3,000 tonnes. All activities in ammunition stockpile reduction are performed under the framework of the MoD/AF BiH owned and EUFOR coordinated, Ammunition, Weapons and Explosives Master Plan (AWE MP), an assistance mechanism for all partners engaged in dealing with the establishment of sustainable ammunition and weapons stockpile management system of MoD/AF BiH.
With the main Phase 1 (ammunition reduction) of AWE MP closed end 2019, this goal will require additional support in the transition phase 2020-2021. EXPLODE+ Project will continue to provide support to the MoD/AF BiH until the end of 2021 in disposal of unstable ammunition, but only for complex weapon systems ammunition for which MoD/AF BiH do not have ability to dispose within their own available capacities at hand. The ammunition disposal will have to be conducted within the defense industry in BiH or available capacities of defense industry in the region.
Under the overall guidance and direct supervision of the EXPLODE+ Project Manager, the EXPLODE+ Project Officer will provide support and undertake the envisaged project activities in close cooperation with the EXPLODE+ Project Manager and other project team members. The incumbent will, moreover, provide regular process/technical advice to the EXPLODE+ Project Manager and Justice and Security Sector Leader for all areas related to unsafe ammunition and weapons disposal activities implementation in Bosnia and Herzegovina.
EXPLODE+ Project Officer will be expected to regularly coordinate his/her activities with the other projects implemented within the Justice and Security Sector of UNDP BiH.
The incumbent will be based in UNDP BiH office in Sarajevo.
Duties and Responsibilities
Provide process/technical solutions related to the planning, organization and execution of the ammunition and weapons disposal activities for the MoD/AF BiH
Preparation of annual work plans with indicative scheduling of identified main outputs and activities as guidance documents for the formulation and review of annual work plans;
Provide key turn solutions in executing operations of ammunition and weapons disposal based on annual MoD Ammunition disposal plan for items that have been assigned to Explode+ Project;
Take clear and comprehensive oversight of annual Ammunition disposal plan of MoD/AF BiH (Plan of operations with ammunition and explosive ordnances) in order to be able to timely enable resource mobilization and/or operations planning;
Drafts project progress and final reports, writing correspondence with MoD BiH and donors, provides background information to identify opportunities for Project development and helps drafting project proposals.
Provide effective supervision of the ammunition and weapons disposal activities and ensure that those are conducted in line with guidelines for ammunition disposal of MoD/AF BiH as well as contemporary international ammunition technical guidelines
Coordinate service providers engaged in delivering aspects of the project’s work plans
Develop ammunition and/or weapons disposal plans of operations and processing including the plan of monitoring and verification visits for disposal activities, within and outside of the country;
Prepare monitoring and verification visit reports after visiting ammunition and/or weapons disposal site;
Documenting, both photo and in writing of all irregularities found during monitoring visits and communicating it back to Project Manager with proposal of mitigation measures;
Ensure effective coordination with Verification commission for disposal of ammunition, weapons and explosive ordnances of MoD BiH and maintain positive relationship.
Effectively liaise and coordinate activities with stakeholders, partners and donors in organization of necessary processes and associated communication
Take the lead in procurement and selection of the appropriate contractors to conduct ammunition disposal;
Ensures all logistics are provided and administration works covered for unimpeded ammunition and/or weapons disposal process including transportation, export/import licenses in case of ammunition and/or weapons disposal outside of the country;
Timely follow and execute contracts management in ammunition and/or weapons disposal activities, both within and outside of the country;
Regularly supervise and coordinate the work of contractors to ensure compliance with required standards;
Provide advice to Project Manager in definition and mitigation of risks associated with contract management in relation to ammunition and/or weapons disposal;
Timely plan and organize monitoring and verification visits of Verification commission for disposal of ammunition, weapons and explosive ordnances of MoD BiH.
Provide programmatic support to Explode + Project Manager
Organize and coordinate different thematic workshops and meetings with beneficiaries and stakeholders to ensure good relationship and timely communication and access to information about the activities;
Coordinate activities on the ground across UNDP with emphasis on other UNDP implemented human security projects as well as other organizations and projects to ensure deconflicting and best use of available resources;
Develop concept notes for the development of new projects in the fields related to human security;
Invest into exploring of new ideas and innovative approach to development of other project ideas in relation to Justice and Security Sector portfolio;
Facilitate the building of capacity and awareness of key stakeholders regarding overall defense and security sector;
Develop lessons learned documents, communication materials, website updates, and other relevant publications;
Provides advice relevant to Human security and on the overall ammunition and weapons stockpile management and defense reform processes;
